Міжнародний Комітет Червоного Хреста (МКЧХ) доставив рятівну гуманітарну допомогу до Костянтинівки та Часів Яру. Ці два населені пункти знаходяться неподалік від Бахмута, де протягом останніх декількох тижнів точаться особливо інтенсивні бойові дії. Ще одна колона МКЧХ дісталася прифронтового Селидового.
З наближенням колони до Костянтинівки, Часів Яру та Селидового масштаби руйнації в цьому районі ставали все очевиднішими. Будинки, лікарні, школи та об’єкти інфраструктури зазнали серйозних пошкоджень. Гуманітарна ситуація для тих, що залишилися тут, є вкрай тяжкою, а через бойові дії, що не припиняються, вони не мають жодного доступу до базових послуг.
«Тут багато літніх людей. Їм дійсно потрібна допомога, тому що в них маленька пенсія. Ця допомога дуже важлива. Засоби гігієни зараз дуже дорогі для пенсіонерів, а товар в місцеві магазини не завозиться. Ми не маємо жодної можливості дістатися найближчого міста, тому що автобус туди не ходить», – каже Данило, 19-річний чоловік, що мешкає в сусідньому селі.
Як прямий наслідок бойових дій, що зараз тривають, гуманітарні потреби цивільного населення в прифронтових районах продовжують зростати. Більшість тих, хто міг поїхати, вже були евакуйовані. Близько 10% населення Костянтинівки – це внутрішньо переміщені особи з сусідніх сіл, які тимчасово оселилися в місті, у той час як в Часів Ярі залишається лише 1500 цивільних осіб, а в Селидовому – близько 800. Це переважно літні люди з обмеженою мобільністю або люди з інвалідністю, а також цивільні особи, що відмовляються залишати свій дім чи вимушено переміщені особи з прифронтових сіл.
Колона МКЧХ доставила до Костянтинівки та навколишніх сіл понад 1500 гігієнічних наборів, що містять, зокрема, мило, шампунь, зубну пасту, гігієнічні прокладки та набори для гоління, а також 800 світильників, що заряджаються від сонячного світла, та сотні ковдр для мешканців та переміщених осіб. До Селидового було доставлено 17 тонн продуктів, включно з рисом, макаронними виробами, консервами тощо, а також 1 тонну гігієнічних засобів. За оцінками представників місцевих органів влади, цих продуктів цивільним особам, що залишаються в цій громаді, вистачить на місяць. До Часів Яру будо доставлено 6000 літрів питної води, якої, як вважають місцеві органи влади, має вистачити для потреб місцевого населення на 10 днів.
МКЧХ підтримує пункти гуманітарної допомоги в Костянтинівці та Часів Ярі, де переміщені особи з Бахмута та інших прифронтових міст проживають, перш ніж рушити далі, до безпечніших районів. З вересня 2022 р. до цих пунктів постачалися продуктові та гігієнічні набори, ємності для води, паливні матеріали та генератори, щоб надати їм можливість забезпечити належні умови людям, які тікають від лінії фронту, що переміщується.
МКЧХ глибоко стривожений ситуацією в Бахмуті та прилеглих прифронтових громадах, а також масштабними стражданнями цивільного населення внаслідок бойових дій, що не припиняються. «Обстановка не з приємних. Буває гучно, буває шумно. Вчора літало над головою. Дещо страшно, звичайно. Виживаємо тут», – каже Микола, мешканець Віролюбівки.
МКЧХ закликає воюючі сторони до дотримання міжнародного гуманітарного права, зокрема до надання можливостей для доставки гуманітарної допомоги та забезпечення, щоб цивільне населення під їхнім контролем мало доступ до допомоги, а також щоб ті, хто припинив участь у бойових діях, були захищені від прицільних нападів, незалежно від того, де вони перебувають.

Anna: “We have been working for a long time with the ICRC, even when our residents were still in Bakhmut till November. The ICRC delivered food, hygiene items, and medicine to all our citizens at that time. A lot of people from Bakhmut have fled to different parts of our country. More than 200 families are here, in Kostiantynivka, including children, which equals almost 500 people. They need hygiene items and food.

The house where we were settled in had nothing. We were living with four families in one house and sleeping on the floor with no heating. There are nine people in our family. There are four families in one family. It’s like a commune. We live like that because everybody has lost their homes; some kids lost their parents who were killed in Bakhmut or refused to leave.

Achille: “My name is Achille and I work for the International Committee of the Red Cross in Ukraine. We are now in Selydove a community very close to current frontline near the city of Vuhledar). It’s estimated that in this community, hundreds of civilians are still living. People living in these communities near the frontline are lacking the essentials. They are lacking food, they are lacking hygiene items, they are lacking water. Today with the ICRC team we brought two trucks of humanitarian assistance. We donated 1,000 food parcels to this community and each parcel can feed a person for one month. We also donated 1,000 hygiene parcels with essentials for people to stay healthy. Earlier today our teams also donated 1,500 litres of drinkable water to support healthcare centers in these communities. Thanks to the assistance that we are bringing people who are remaining in these communities under incredible difficult circumstances, many of them elderly, can continue to survive in this situation.”
